I have to think (NOT excusing them with this...) that, with the exception of the purple hospital which increased gradually, those SHARP increases had to follow either lawsuits or insurance changes. Because there's no reason, other than defensive medicine, that c-section rates should jump 20-30% in ONE YEAR other than that.
If you are really motivated to find out (I'm not at the moment, sorry) there is a publicly accessible data base where all of that information is available. Using some google-fu, I'm sure someone can dig it up.
